Program: Youth Apprenticeship Readiness Grant (YARG)

Role: Subject Matter Expert | Content Manager

Period: 2020 – 2024

Supported 14 YARG recipients in designing and strengthening youth apprenticeship and pre-apprenticeship programs aligned with DOL standards. Managed the YARG WorkforceGPS Community of Practice, developed technical assistance tools and grantee resources, and led a national webinar with companion toolkit on youth apprenticeship marketing and storytelling. Produced a monthly newsletter averaging a 40% open rate and 9% click-through rate, significantly above industry benchmarks.

Program: HIREVets Medallion Award Program

Role: Senior Analyst

Period: 2021

Managed day-to-day operations for the national HIREVets Medallion Award application process, overseeing quality control across approximately 1,000 annual applications. Led a two-person team handling applicant support, help desk functions, and technical issue resolution. Coordinated with IT contractors to test and enhance the online application system, ensuring data integrity and successful completion of each award cycle.

Manages web content and communication strategy for WorkforceGPS, a large-scale public-facing federal platform serving the national workforce development community. Provides data-informed SEO recommendations to increase site visibility, collaborates with developers and UX specialists on platform enhancements, and ensures content alignment with federal accessibility and content standards across the Sitecore CMS platform.

Community Health Worker Training Program

Health Resources and Services Administration (HRSA)

Program: Community Health Worker Training Program (CHWTP)

Role: Senior Subject Matter Expert |TA Coach

Period: 2024 – 2025

Developed national TA resources and customized Technical Assistance Plans for 11 CHWTP grantees, including the Value of Registered Apprenticeship Programs for CHWs and Employers guide and the CHW Career Pathways resource. Co-led virtual training sessions equipping grantees with strategies for launching Registered Apprenticeship Programs and building employer partnerships. Co-designed a regional collaboration group structure to strengthen peer learning and cross-grantee coordination.

Program: First Step Act Grant Initiative Technical Services Contract

Period: 2022

Supported the Partners for Reentry Opportunities in Workforce Development (PROWD) program, helping FSA grantees deliver reentry workforce services for individuals transitioning from federal prison facilities to the community. Developed and edited promising practices summaries, success stories, and information briefs. Contributed content to the WorkforceGPS Reentry Employment Opportunities Community and supported national resource dissemination.

Role: Subject Matter Expert | Content Manager

Period: 2022

Supported DOL/ETA's ApprenticeshipUSA initiative including the Apprenticeship Ambassador Initiative and National Apprenticeship Week. Designed and executed the Washington D.C. Metropolitan Area Grassroots Youth Apprenticeship Awareness Campaign, reaching an estimated 500-700 students across local schools and community organizations. Assisted ETA/OWI with formulation of the Apprenticeship Ambassador program and corresponding marketing strategy.

These designations support federal and state supplier diversity goals, set-aside eligibility, and subcontracting requirements — positioning SOP to compete across a broad range of government and private sector procurement opportunities.

Strategic Outcomes Partnership is actively pursuing a GSA Multiple Award Schedule (MAS) contract to expand access to our consulting and technical assistance services across federal agencies. Strategic Outcomes Partnership pursues federal contracts as both prime and subcontractor. Our four socioeconomic certifications — MBE, SBE, DBE, and SDB — support set-aside and supplier diversity requirements across a broad range of federal and state procurement vehicles.

What we bring to a teaming arrangement goes beyond certifications. Our founder has managed federal programs from inside the agencies and TA contracts that serve them. We know how these programs are designed, what they require operationally, and where implementation typically breaks down. That practitioner knowledge is what prime contractors are acquiring when they bring SOP onto a team.
