Our Story

The organizations that run workforce and education programs in this country are being asked to do something genuinely difficult. They are implementing systems built for a labor market that is changing faster than policy can track, serving populations whose needs are not getting simpler, and doing it inside funding structures that reward compliance as much as outcomes. Most of them are doing it well. None of them are doing it with enough support.

Strategic Outcomes Partnership was built to close that gap. Not by publishing research about it. By working inside it.

The firm was founded on a specific observation: that the forces reshaping employment and learning — artificial intelligence, automation, the rapid reconstruction of trades pathways — were already visible more than a decade ago to anyone paying close attention to where skill demand and education systems were pulling apart. The workforce development field needed partners who understood both the policy governing these programs and the operational reality of running them. Those two things rarely came in the same firm.

Leadership

Damon Jones, MAT, PMP

Founder, Strategic Outcomes Partnership

Damon Jones holds two credentials that are uncommon in the workforce consulting space. A Master of Arts in Teaching signals deep expertise in instructional systems design and curriculum development. A Project Management Professional certification signals the operational discipline required to manage complex federal programs across multiple stakeholders and reporting timelines. Most consultants in this field come from policy or evaluation backgrounds. Jones came from program management.

His career spans more than two decades at the intersection of education, workforce development, and community impact. As Program Director at Goodwill Industries, he led workforce and community programs serving populations facing significant barriers to employment. As Educational Program Specialist at the DC Office of the State Superintendent of Education, he supported academic improvement initiatives across the district. Both were practitioner roles. Both were accountable for outcomes.

In 2013, Jones published The STEAM Education Effect: The Key to Unlocking Your Financial Future. The book examined the economic consequences of failing to build a technologically advanced workforce, and argued that America's economic and political standing depends on closing the growing disconnect between education systems and labor market demand. It was written more than a decade before AI and automation became the dominant workforce policy conversation. The field has since caught up but SOP was already there.

That forward-looking practitioner perspective is what Strategic Outcomes Partnership was built on.
