Our Story
Strategic Outcomes Partnership was founded by Damon Jones — an educator, program specialist, and Harvard graduate with more than 20 years of direct experience designing and implementing workforce and education programs. Having served as Program Director at Goodwill Industries and Educational Program Specialist at the DC Office of the State Superintendent of Education, Jones built his career at the intersection of learning, systems design, and community impact. That practitioner foundation is the basis on which Strategic Outcomes Partnership was built.
The firm was founded on a clear-eyed assessment of where workforce and education are heading. Jones recognized that technological disruption — driven by artificial intelligence, robotics, and blockchain — was already beginning to reshape employment, skill requirements, and learning models at a generational scale. Government agencies, workforce boards, and education organizations would need partners who understood both the programs designed to serve people and the forces transforming the landscape those programs operate in. Strategic Outcomes Partnership was built to be that partner.
Today the firm brings together practitioner expertise, a vetted network of subject matter experts, and serious recruitment capability to support federal agencies, state and local governments, and private sector clients navigating complex workforce and education challenges. The mission is straightforward: help organizations build systems, programs, and strategies that produce measurable outcomes for the people they serve.

Leadership
Damon Jones, MAT, PMP
Damon Jones brings a rare combination of classroom experience, federal program management, and strategic consulting to his work at Strategic Outcomes Partnership. His career spans roles as Program Director at Goodwill Industries — where he led workforce and community programs serving populations facing significant barriers to employment — and Educational Program Specialist at the DC Office of the State Superintendent of Education, where he supported academic improvement initiatives across the district.
A Harvard graduate and certified Project Management Professional, Jones has spent two decades designing and implementing programs at the intersection of education, workforce development, and community impact.
Jones founded Strategic Outcomes Partnership after observing a convergence of forces — artificial intelligence, robotics, and blockchain technology — beginning to fundamentally reshape employment, skill requirements, and learning models at a generational scale. He built the firm to ensure that government agencies, workforce boards, and education organizations have a knowledgeable, experienced partner as they design and implement the programs that will determine how well communities adapt to what is coming.
His areas of focus include workforce program design and implementation, curriculum and instructional systems development, capacity building for workforce boards and education providers, and strategic planning for organizations navigating rapid sector change.
